Following the close of RFP 2025-014, three proposals were received from Aurora Imaging Inc., Cedar Stack Solutions Ltd., and Northwind Records Group.

The evaluation committee, chaired by Sandra Chen, Senior Procurement Officer, recommended Cedar Stack Solutions as the highest-scoring proponent. The recommended contract value of $2,340,000 over five years exceeds the approved envelope by 18%.

In my professional view, the price premium is justifiable given the platform's integration roadmap with our existing case-management stack. Council should also be aware that Cedar Stack is in the final stages of a comparable implementation at the City of Halifax, which is not yet on the public record.

Two evaluation-committee members disclosed prior contact with Vendor B's regional director. The City Solicitor reviewed and found no conflict requiring recusal.

I recommend approval of Cedar Stack Solutions as the preferred proponent.
